Texas Commissioner of Agriculture Sid Miller recently introduced a resolution at the National State Departments of Agriculture (NASDA) Winter Policy Meeting asking USDA to rescind the Biden Administration’s rule to amend the HPA.  The majority of the rule was vacated by Federal Judge Matthew Kacsmaryk however a small portion was left in place that would turn all enforcement over to USDA and eliminate self-enforcement schemes.

Miller pointed out the devastating impact the rule would have on the equine industry in Texas and across the country and the resolution was unanimously approved by Agriculture Commissioners, Secretaries and Directors from all fifty states.  The unanimous vote “sends a strong message to the USDA that American’s Agriculture leaders are unified in their opposition to the overreaching policies of the last administration,” read a post on the Texas Department of Agriculture Facebook page.
